England - waste strategy launched

More recycling and composting, more energy recovery, less landfill and an end to a uniquely British ban on local authorities introducing financial incentive schemes to promote recycling and reduction of waste.
The UK Government has finally published a new strategy for cutting waste in England, with an emphasis on its role in tackling climate change and resource efficiency.
Simultaneously, the Government has opened consultation on allowing local authorities to introduce financial incentives for recycling.
Lest anyone think this threatens a new central Government stealth tax, the announcement ascribes the consultation to demand from local authorities, and notes that any such schemes will have to return all revenues back to local residents.
